Editor's note: In order to promote the export of textile and apparel products within the jurisdiction, the Wujin office of Changzhou Inspection and Quarantine Bureau took the initiative to give play to the gatekeeping service functions, launched the “Five” measures and boosted exports of textile and apparel products.

Wujin is an important base for the production and export of textiles and garments throughout the country. Its products cover all over the world. However, since last year, the textile and clothing industry has encountered an unprecedented "cold stream."

According to inspection and quarantine department data, only 1-2 months of this year, Wujin textile industry exports only 2640 batches, the export value of 8.2981 million US dollars, a significant decline compared with the same period last year, the textile and clothing industry has entered the "deep cold" period.

In order to promote the export of textile and apparel products within its jurisdiction, Wujin Office of Changzhou Inspection and Quarantine Bureau took the initiative to give play to its gated service functions, launched the “five major” measures and boosted exports of textile and apparel products.

The first is to positively reform the inspection and supervision model to be profitable, based on the existing conditions, to achieve the acceleration of textile and apparel product exports, reduce burdens, and increase efficiency. For the small and medium-sized export light textile enterprises with poor anti-risk ability in the jurisdiction, the State Inspection Wujin Office actively visited and researched, penetrated into the front line of the enterprise, and helped enterprises to find problems and analyze them with the company from the aspects of quality management system and product on-site inspection. Reasons, put forward corrective measures and rectification opinions, and instruct enterprises to infer everything from the contrary, to complete rectification, and effectively enhance the export strength of the company's products. At the same time, actively implement classified management in the export of textile and garment enterprises, so that more companies enter the scope of the first and second categories of management, which can reduce the proportion of spot checks of creditworthy companies and increase the speed of customs clearance for exporting companies. At present, there are already 10 companies and 74 second-class enterprises in the district, accounting for 6% and 49.3% of the total export-oriented textile and apparel companies in the region.

The second is to make full use of their own policies, information, expertise, and technology, and to collect and collate foreign standards, regulations, and directives to guide companies from the procurement of raw materials to production and processing. They must strictly follow the requirements of importing country standards and regulations; Self-inspection and self-control of product quality and safety, establish a quality management system to ensure compliance with importing country requirements. At the same time, actively help companies participate in certification and promote their exports. At present, a disposable hygiene product company in the jurisdiction has signed ISO13485:2003 certification with the CQC evaluation center.

Third, free training courses are held to provide technical guidance for export enterprises. It has successively held new training classes for inspection, inspection, and classification management of export commodities, involving hundreds of enterprises in the textile, clothing, and disposable hygiene products. The training includes the classification management methods for export industrial products, how the relevant standards allow foreign technology trade barriers, etc., and on-site answers to corporate questions. Through training, enhance the company's sense of quality and responsibility.

Fourth, actively carry out benchmarking activities, cultivate 1-2 benchmarking companies within the industry, use benchmarking companies to demonstrate their role, guide enterprises to align with benchmark companies, and jointly improve the overall quality and management of the industry. In 2011, the National Supervision Wujin Office organized the textile enterprises in the area to learn from the inspirations and the excellent enterprises such as Carlyle. Through on-site exchanges, enterprises can learn from each other in situation judgment, enterprise management, quality control, and policy understanding, and learn from each other. Raise together. This year will continue to hold industry benchmark activities.

Fifth, actively guide and promote the establishment of industry small organizations. One is to unite export companies that produce different products, to promote matching production among enterprises, to communicate and cooperate, to shorten the time for placing orders, and to increase the overall competitiveness; the other is to tie together the same type of enterprises to achieve Orders, equipment interoperability, group purchase business, employee recruitment, etc. will gain greater advantages, reduce production costs, and expand the development space. At present, this small organization has already achieved initial results of "warming up."
