Duan Xiaoping: Preliminary Ideas on the Next Step of Chemical Fiber Industry (I)

Dear Vice President Xu Kunyuan, President Zheng Zhiyi, Deputy Director Wang Wei, and Esteemed Leaders and Representatives from Member Companies, It is both an honor and a great responsibility to have been elected as the President of the China Chemical Fibre Industry Association at today’s 5th General Assembly. I feel deeply honored, but also aware of the immense responsibility that comes with this role. First and foremost, I would like to express my sincere gratitude to all member companies and the China Textile Industry Association for their trust in me. I also wish to thank Minister Du, Minister Xu, Minister Wang, and President Zheng for their continued support and encouragement. Lastly, I extend my appreciation to all the dedicated staff of the Association for their unwavering assistance. As you may recall, Chairman Zheng Zhiyi delivered a comprehensive work report on behalf of the Fourth Council, summarizing the achievements of the past five years. Chairman Zheng has served as both Chairman and President of the Association for a total of 12 years. During his tenure, he made remarkable contributions to the growth and development of China’s chemical fibre industry. His leadership helped shape the association into a strong and influential organization. These contributions can be summarized in four key areas: First, he played a crucial role in driving the rapid and healthy development of China’s chemical fibre industry, bringing us closer to becoming a global leader in this field. Under his guidance, two five-year plans were formulated and implemented. The output of chemical fibre increased significantly—from 5.1 million tons in 1998 to 27.26 million tons in 2009—representing a 5.3-fold increase. This growth, with an average annual rate exceeding 15%, positioned China as the world’s largest producer of chemical fibres, accounting for 60% of global output. The product differentiation rate rose from 20% to 42.7%, while net imports dropped from 1.58 million tons to 620,000 tons. These changes marked a major shift in how chemical fibres are used across clothing, decoration, and industrial applications. Second, Chairman Zheng was instrumental in regulating the market order of the chemical fibre industry. He focused on three key tasks: combating smuggling, standardizing processing trade, and addressing anti-dumping issues. Through close collaboration with the General Administration of Customs, the problem of smuggling gradually disappeared, leading to a more stable and profitable environment for the industry. Successful anti-dumping cases involving polyester chips, staple fibres, and spandex provided much-needed stability and growth opportunities for these sectors. Third, he worked tirelessly to secure national policy support, which greatly benefited the industry’s technological advancement and sustainable development. Under his leadership, the Association secured over 130 government-supported projects, totaling 23.9 billion yuan in investment and 3.5 billion yuan in discounts. These initiatives accelerated industrial progress and strengthened the competitiveness of Chinese chemical fibre companies. Fourth, he led significant reforms within the Association itself. Over the past decade, the organisation adapted to market demands, enhanced its service capabilities, and built a multidisciplinary team with expertise in technology, trade, law, and exhibitions. Staff numbers doubled, reflecting the Association’s growing influence and capacity. Of course, under the leadership of Vice President Xu Kunyuan and other leaders of the China Textile Industry Association, along with the direct guidance of President Zheng Zhiyi and Vice President Ye Yongmao, the Association has achieved many other notable successes. Due to time constraints, I cannot go into detail here, but I want to express my deepest gratitude and respect for their years of hard work and dedication. Personally, I feel a great sense of pressure, knowing that the Association has reached a new level under their leadership. I hope they will continue to support and guide me as I take on this new role. Their experience and wisdom will be invaluable as we work together to build a brighter future for China’s chemical fibre industry. Let us unite and strive for even greater achievements in the years ahead.
