Duan Xiaoping: Preliminary Ideas on the Next Step of Chemical Fiber Industry (I)
Dear Vice President Xu Kunyuan, President Zheng Zhiyi, Deputy Director Wang Wei, and esteemed leaders and representatives of our member companies,
It is both an honor and a great responsibility to have been elected as the President of the China Chemical Fibre Industry Association at today’s 5th General Assembly. I feel deeply honored by the trust and support from all member companies, the China Textile Industry Association, and everyone who has contributed to this moment. I would like to express my heartfelt gratitude to Minister Du, Minister Xu, Minister Wang, President Zheng, and all the staff of the Association for their continued encouragement and support.
As you may know, Chairman Zheng Zhiyi delivered a comprehensive work report on behalf of the Fourth Council, summarizing the achievements of the past five years. Over the course of 12 years, Chairman Zheng has led the association with dedication, guiding it through significant growth and transformation. His contributions can be summarized in four key areas:
First, he played a vital role in driving the rapid and healthy development of China’s chemical fibre industry, bringing us closer to becoming a global leader in this field. Under his leadership, two five-year plans were implemented, leading to a dramatic increase in output—from 5.1 million tons in 1998 to 27.26 million tons in 2009, a fivefold increase with an annual growth rate exceeding 15%. This accounted for 60% of global fibre production. The product differentiation rate rose from 20% to 42.7%, and net imports dropped significantly from 1.58 million tons to just 620,000 tons. These developments marked a major shift in how chemical fibres are used across clothing, home furnishings, and industrial applications.
Second, he worked tirelessly to regulate the market and promote fair competition. Initiatives such as combating smuggling, regulating processing trade, and addressing anti-dumping issues helped restore stability and profitability to the industry. Collaborations with customs authorities led to a decline in illegal activities, while successful anti-dumping cases provided crucial breathing space for key sectors like polyester chips and spandex.
Third, he secured substantial policy and financial support for the industry. Over ten years, the association successfully obtained 130 government-supported projects, totaling 23.9 billion yuan in investment and 3.5 billion yuan in interest discounts. These initiatives greatly accelerated technological advancements and industrial growth.
Fourth, he oversaw the association’s transformation and modernization, enhancing its service capabilities and expanding its talent pool. The secretariat grew from 15 to 30 staff members, and new departments were established to better serve the industry.
Under the guidance of President Zheng Zhiyi and Vice President Ye Yongmao, the association has reached new heights. I am truly humbled by this opportunity and recognize the immense responsibility that comes with it. I sincerely hope that President Zheng and Vice President Ye will continue to guide and support me, as their experience and wisdom will be invaluable in shaping the future of our industry.
Together, let us work hand in hand to build a stronger, more innovative, and globally competitive Chinese chemical fibre industry. Thank you all for your continued support.
